Idols are deemed youthful and fresh, but that's not always the case! There's such a thing as aging, sometimes people get later starts than others, and some people look so young or act so youthful for their age that no one can ever tell they're older than they seem.

There are many, many 28-year-olds who will join them soon enough in the older range of idol-dom, but for now, they won't be included because there are really just too many of them.
