Jeju Island district attorney Kim Soo Chang was taken to police headquarters in the vicinity of the Jeju fire station and investigated on August 13, 1 PM KST on the charges of committing a lewd act in public.  

The police revealed that a female high school student, A, reported to 112 (an emergency telephone number similar to 911) on August 12 at 11:48 PM that some man was masturbating outside.

However, Kim Soo Chang denied this, saying, "I think I've been mistaken because of some man wearing similar clothes."  The police secured all CCTV footage on site and requested a detailed identification of the person in the videos.  Meanwhile, Kim Soo Chang has offered to step down from his post, which was accepted by the ministry. The scientific institute is analyzing the CCTV footage and is expected to reveal their results in the middle of the week.

However, this has not stopped people from looking into his past activities as a prosecutor, even discovering that district attorney Kim Soo Chang was actually at Incheon at the time as the second deputy chief prosecutor (Prosecutor Shin was the one in charge of the case) who dealt with Park Bom's illegal amphetamine case back in 2010.  As a reminder, her case was ultimately suspended and case suspensions are cases where there is a charge, but there is no need to book the case.
