Several high profile celebrities, including actor Kang Dong Won and singer CL, have received prosecution suspension decisions over allegations of operating unregistered entertainment agencies—sparking controversy over fairness and government oversight.
According to reports, prosecutors decided not to indict multiple individuals who ran one person agencies without registering under the Popular Culture and Arts Industry Development Act. Instead, they were granted prosecution suspension, meaning the violation is acknowledged but not taken to trial.
Others involved include singer Ock Joo Hyun and representatives tied to various small agencies. In a separate case, a representative linked to singer Song Ga In also received the same decision.
The controversy centers on the role of the Ministry of Culture Sports and Tourism, which introduced a grace period for registration compliance after the issue surfaced. Critics argue that the delayed response and lack of enforcement effectively acted as a “free pass,” making it difficult for prosecutors to pursue stricter penalties.
Industry insiders have pointed out inconsistencies, noting that similar violations in the past resulted in hefty fines. They argue that the ministry’s acknowledgment of insufficient guidance and oversight weakened the basis for punishment in current cases.
The ministry, however, maintains that the grace period was intended to correct administrative oversights and encourage voluntary compliance—not to exempt illegal activity. It added that new registrations increased significantly during the period, though unregistered cases still remain under review.
The situation has since raised broader questions about regulatory consistency and accountability within the entertainment industry.
