The production team of the Disney+ drama 'Delusion' has been fined 1 million KRW (about $730) for illegally dumping household waste during filming in Jeju.
On September 17, the Aewol-eup Office of Jeju City shared departmental review opinions in response to a complaint submitted via the national Civil Complaints Portal. The office confirmed that the Delusion team would be issued a fine of 1 million KRW (about $730).
The incident occurred while the team was filming on Jeju’s oreum hills. Photos posted on social media showed discarded plastic water bottles, various plastics, cup holders featuring actor Kim Seon Ho’s face, and butane gas canisters.
The Aewol-eup Office determined the case to be a violation of Article 8 of the Waste Management Act. “The waste is considered to have arisen during business activities,” the office explained. “We are currently carrying out procedures to impose fines in accordance with relevant laws.”
However, no fines were issued for the butane gas canisters. Jeju City clarified, “It was not confirmed that fires were started using the dumped gas canisters.”
Under Articles 34 and 57 of the Forest Protection Act, fines can be imposed on individuals entering forests with flammable or ignition materials in violation of a “prohibition order.” Jeju City added, “The prohibition order applied only during designated fire prevention periods, so it is difficult to impose fines solely for possession of flammable materials.”
The city also stated in its complaint response that, “In future filming cooperation within national forests under the jurisdiction of the Korea Forest Service, we will strengthen cooperation conditions and thoroughly check whether the area is restored after filming concludes.”
Finally, the office emphasized that measures would be taken to prevent similar incidents: “The actors involved will be cautioned, and we will continue to enhance waste monitoring and wildfire prevention activities within forests.”
Delusion, based on the popular webtoon of the same name, is a historical drama about a poor painter uncovering the secrets of a mysterious woman. The series stars Kim Seon Ho and Suzy and is scheduled for release next year.
Production company Showbox issued an apology regarding the illegal dumping, stating, “Filming ended late, and due to darkness, we were unable to clean the site thoroughly. We have apologized to local authorities and immediately removed the waste.”
