Set against the turbulent backdrop of the 1970s, the drama follows Baek Ki Tae (Hyun Bin, a man consumed by ambition for power and wealth, and prosecutor Jang Geon Young (Jung Woo Sung), who is willing to sacrifice everything to stop him.
