T.O.P had recorded "Flower Road" in 2015-2016, but the song was released on March 13th, 2018, which is while T.O.P is enlisted as a public service worker. The Yongsan district has made an inquiry to the Seoul Police on whether T.O.P had broken Article 28 of the laws regulating public service workers, which prevents public service workers from having other jobs while enlisted.

The Yongsan district said, "We asked for confirmation on whether the song release is allowed. The Military Manpowers Administration will be looking over the situation by this week and give us an answer."
T.O.P has told the district that the song was finished 2015-2016, and he did not know that the song was going to be released. The district has requested that T.O.P submit his contract for the investigation so they can look through the contract period as well as the relationship on�song production.
The Military Manpower Administration said, "We cannot let you know the details."
