Is PopToonsTV's BLACKPINK "Ice Cream" parody racist?

Recently YouTube channel PopToonsTV posted their parody version of BLACKPINK's "Ice Cream" music video. 

Many comments in the video are saying that the video is racist. 

In the video, they show Rose eating a dog. People are calling them out on Instagram but they keep on deleting the comments calling them out for their xenophobic video. My question is do you find this video racist?
