Adoptive mother to be charged with homicide for death of 2-year-old child + more details regarding the abuse

On November 4, the Ulsan Metropolitan Police Agency announced their discovery that Ms. Kim, a 46-year-old adoptive mother accused of beating her child to death, had lied in her testimony and had repeatedly assaulted her child prior to this incident.

Last time, we reported that Ms. Kim had been accused of beating her child to death. The adoptive mother had claimed that although she had abused the child, she had not hit the child in the head, causing brain hemorrhage, which was the ultimate cause of death. She had also explained that she had hit the child with a plastic ruler in order to discipline him/her after the child had stuck chopsticks into an electric outlet.


On November 4, the Ulsan Metropolitan Police Agency announced the results of their investigation, saying that the mother had assaulted the child with a clothing rack on October 25 not because the child was playing with the outlet, but for another reason. They reported that Ms. Kim had hit the child with the clothing rack in the head, rear, and legs multiple times. The next day, Ms. Kim had found the child lifeless and called the police.


Furthermore, the police reported another incident in which Ms. Kim had assaulted the child's head, saying that on October 24, when the child drooled while eating, Ms. Kim had hit his/her hands and head several times. On the same day, Ms. Kim had punished the child for playing with the outlet, yet the discipline hadn't stop with physical assault. Ms. Kim had boiled a hot pepper in water and forced the child to drink it as punishment.


The Ulsan Metropolitan Police Agency stated, "Considering the mother consistently assaulted the child despite the weak child having no strength to resist and knowing that the child could die, we can see this as abuse.  After determining that there was intention, we filed a charge for homicide."


The police will also be charging the adoptive father, 50-year-old Mr. Jeon, for violating the Children's Welfare Law in not providing financial support and for often neglecting the child. The police will also be investigating the adoption process as they suspect that papers could have been forged. They commented, "The adoption system needs improvement," hoping to prevent another case as horrifying and violent as this one.
