She's always sounded like that, as far back as Like Ohh Ahh.
Not as similar as Rosé and Avril Lavigne

The song called for a singing style and she sang it that way, in her natural voice.

victoria's voice is a pitch higher than tzuyu. and that tzuyu sings the same as loa but she improved (making it seem like her voice is different than usual) by making her voice stable, embracing her alto tone, and adding vibrato on the end of her verses so it sounds better than ever. she sounded mature now.
tzuyu's voice is uniquely tzuyu and from someone who takes vocal classes, they sound a lot different from one another.
