No, I think it's Korean acts only and they only count Chanmina because she's from Korea. Official Hige Dandism for example has 12 RIAJ streaming certifications, include 5 platinum. (And it probably should be 13, because 115 Million Kilometer Film has been a massive streaming hit as well, but likely due to an oversight doesn't even have a silver certification.)
