BTS members are qualified enough to be judges for Grammys. They should be fine for judging a Korean award show.
Fiona Apple also has a near perfect score on Metacritic because of all the connections, fame, industry push and possibly bribes, right?
It was most likely a plurality (relative majority) kinda voting with the judges, means they probably could vote for more then just one option (favorite and second favorite or giving points). Looking at the numbers it makes more sense or is probably exactly what happened here.
Its fair to say that BTS would get 60/60 points in sales, then its about the other 40. They need get 37.76, which is doable with those criterias. For example, if they give 10 points to cultural impact : 10/10, social impact 10/10, total sales volume 10/10 (i suppose it differenciate with the 60% sales bcz they count a repackage with it?) and then maybe just artistic votes, which could gave them 7.76/10 which is very reasonable for any artistic production. We don’t really know how they judge but I also doubt it’s solely about quality otherwise the 40% would be to much. It might be more similar to the example you gave. K-Pop reporters, music program producers or pop culture critics are definitely not here for music quality lol.
Judging a big award show with music quality is a big recipe to controversy so they most likely don't really do that or limit as much as possible.

Well 7 is the most critically acclaimed album so unsurprising. What is also unsurprising is to see "quality" stans discrediting and dismissing, first metacritic scores and now actual Korean judges votes just cause their faves so called "quality" is not deemed quality enough Anyways, Armys can't relate since BTS has been getting critical acclaim for years and understandably so with the quality they release.
