It wasn't allowed for the show contestants to be trainees or group members. Kosuke, who made it to the finals, but not the winner group was member of the group WhiteA. He withdrawn his contract to his group for the show but due to the fact that WhiteA has no agency and is selfproducing, the members said if he dosn't makes it, he can come back to his group whenever he wants to. Ruki who made it to JO1 was a member of the disbanded group YsR before, but the group had disbanded in the end of 2017 after being around for a year, so Ruki was for over a year without being into music at that time. Than there would be Shion who also made it to JO1. Shion was trainee under FNC Entertainment in Korea, but he left there some months before he went to Produce. I forgot who, but one of the trainees who didn't made it was background dancer for TVXQ but since being a background-dancer has nothing to do with being a trainee to become an idol or being an idol allready at that time, he didn't had to withdraw from his work. Same goes to Ren who made it to JO1 because Ren used to work as background dancer for different artists like WANNA ONE and PENTAGON before but he was not signed as trainee or idol anywhere.

Other than this there used to be 7 dudes who went to EXPG (EXILE PROFESSIONAL GYM owned by LDH) and all graduated from this dancing school, so since Japanese people consider going dancing in their freetime as being a trainee somewhere with high chances to maybe join an agency later on those dudes could only go to produce because they graduated. Since from these 7 dudes only Shosei and Keigo made it to JO1, a lot people say LDH or another agency could maybe get interest into these boys and maybe they debut under another agency someday just because they visited EXPG and graduated and well the chance is very high that someone who went dancing gets a job as musicians later on, so yeah it could be a thing now that these 5 dudes who didn't made it but trained at EXPG might get into another agency maybe
