T.O.P will not be attending Big Bang's fan meeting scheduled in Japan. 

According to the event associate, T.O.P will not be joining the fan club event, 'BIGBANG FANCLUB EVENT ~ FANTASTIC BABYS 2016 ~', which is scheduled in April. This means that only four Big Bang members will show up at the fan meeting.

T.O.P's absence is due to his return in acting. In April, T.O.P will be coming back to screens, and this schedule will be difficult to accommodate to Big Bang's fan meeting, which is also scheduled in April.
